The kingdom of the Marshlands is a small constitutional monarchy. In this respect, that means that the monarch is the highest head of state, yet all choices are made democratically via parliament. The great majority of Marshlandian politicians, however, hold the monarchy in high regard, as does 90% of the population. Therefore, The monarch's advice is often heeded.
